After several months of speculations, the atmosphere rapidly transformed into a festive mood yesterday 2 October 2015 as the CRTV National Radio Station broke the news of a new government. The day was seemingly an ordinary one and people were either on the way for weekend preoccupations or were getting out of their offices at the close of a normal day’s job when it turned out that things will have to be different for some Cameroonians being called up to serve either as cabinet Ministers or close collaborators of the President of the Republic.

The surprise effect that the announcement of the new cabinet created came like a shock wave. With a dozen cabinet ministers sent out of government and others moved to different ministries, the sense of expectation that has been perceptible within many circles in the country was certainly met. Those who kept asking questions about the formation of a new government definitely had enough reason to go to the drawing board in search of how best to satisfy their curiosity or draw up new plans on how to work with the fresh team put in place by the Head of State.

Prime Minister, Philemon Yang came out strong as he once more gained the confidence of the President of the Republic. Appointed for the first time to the post of Head of Government on 30 June 2009 after serving as Assistant Secretary General at the Presidency from 2004 to 2009, Mr Yang is therefore not only in place as a good shepherd, but also as a man who has satisfactorily delivered over the years.  All attempts at distracting him from helping the Head of State in meeting the promises of major accomplishment for Cameroon have remained futile. The case of a recent disclaimer by the Director of Cabinet at the Prime Minister’s Office dissociating the Head of Government from any Facebook account is a clear example.

Apart from those who have been maintained or moved to other ministries, there are ten new faces that making their entry as Members of Government for the first time. That simply means the introduction of new blood into the cabinet is intended to render the team more dynamic. For instance, a new Minister like Joseph Beti Assomo, Governor of the Littoral Region, appointed to the post of Minister Delegate at the Presidency in charge of Defence comes at a time security concerns remain challenging. He already worked as Governor in the Far North Region which is one of the localities badly rattled by the Boko Haram extremists.

In the same vein, Mrs Libom Li Likeng née Mendomo Minette who moves from the duties of Director General of Customs to the Ministry of Posts and Telecommunications has proven her worth as a woman of character and mettle with the results she produced. The same is true of Elung Paul Che, who until his appointment was the General Manager of Hydrocarbon Price Stabilization Fund (CSPH). Even more, he demonstrated know-how climbing through various ranks to the level of Director General at the Ministry of Finance where he will now serve as Minister Delegate.

Other new names like Mrs Mbah Acha née Fomundam Ngwari to head the Supreme State Audit; Mrs Nguene née Kendeck Pauline Irène at the Ministry of Social Affairs; Narcisse Mouelle Kombi as the Minister of Arts and Culture; Jean Ernest Ngalle Bibehe at the Ministry of Secondary Education; Ernest Ngwaboubou at the Ministry of Mines, Industry and Technological Development; Boniface Bayaol as Minister Delegate at the Ministry of Secondary Education in Charge of Teachers’ Training Colleges and Louis Max Ayina Ohandja as Secretary of State at the Ministry of Public Works in charge of Roads are the green horns.

The same desire for competence and efficiency appears evident with the old hands that have been appointed to other ministries. They have either served in the same capacities or are entirely new to such positions, but as cabinet Ministers, they do not have less than ten years of experience in government. Now that the wait is over, another push will likely be given to the ‘Greater Accomplishment” programme being pursued in Cameroon by President Paul Biya.
