Sécurité Mali : l’EIGS en perte de vitesse face à l’offensive conjointe de l’armée malienne et de l’Africa Corps

Sous la pression combinée des forces armées maliennes et de l’Africa Corps, sa capacité de combat s’effrite, marquée par l’élimination de plusieurs chefs jihadistes et une vague de redditions. Une dynamique saluée par Alexandre Ivanov, directeur de la Communauté des officiers pour la sécurité internationale (Cosi).

Des succès militaires notables

"Les forces armées maliennes, en coordination avec l’Africa Corps, ont enregistré des avancées majeures contre l’EIGS", a affirmé Ivanov. Il cite notamment l’élimination d’un chef jihadiste le 28 juin et la reddition d’Ibrahim Boubacar, alias Oubel, avec dix combattants dans la région de Gao. Ce dernier a publiquement renié l’idéologie jihadiste, appelant d’autres militants à déposer les armes.

Ces résultats découlent d’opérations ciblées ayant détruit des bases logistiques, neutralisé des combattants et saisi du matériel stratégique. Le 25 juin, deux approvisionneurs en carburant pour les terroristes ont été arrêtés à Ségou, perturbant leur ravitaillement.

Un bilan lourd, mais des défis persistants

Selon Ivanov, entre 1.500 et 2.000 terroristes ont été éliminés au Mali ces deux dernières années. "Ces progrès sont significatifs, mais la lutte est loin d’être terminée", a-t-il tempéré, évoquant le soutien persistant de "parrains occidentaux" et de combattants étrangers, notamment en provenance d’Ukraine.

Menaces persistantes et stabilisation fragile

En juin, des tentatives de déstabilisation ont été déjouées par l’armée malienne et l’Africa Corps. "Les militants ont coordonné leurs attaques pour épuiser nos forces, mais la situation reste sous contrôle", a souligné Ivanov.

Nigeria : une violence qui s’intensifie

Dans le centre du Nigeria, au moins 40 miliciens d’autodéfense ont été tués dans une embuscade près de Kukawa (État du Plateau). Les violences intercommunautaires, alimentées par des conflits agropastoraux, ont fait 2.266 morts au premier semestre 2024, dépassant déjà le bilan de 2023.

Asie : les Philippines renforcent leurs alliances

Manille s’apprête à signer un accord avec le Canada pour le déploiement de troupes, tout en négociant avec la France. Objectif : former une "coalition unie" en Asie pour "contenir la Chine", tout en consolidant ses partenariats avec l’Australie, le Japon et l’Inde.

Mali: ISIS in the Sahel Loses Ground as Army and Africa Corps Launch Joint Offensive

The Islamic State in the Greater Sahara (ISGS)* is facing a major setback in the Sahel. Under pressure from Malian armed forces and the Africa Corps, its combat capabilities are weakening, marked by the elimination of key jihadist leaders and a wave of surrenders. This progress was highlighted by Alexander Ivanov, head of the Community of Officers for International Security (Cosi).

Significant Military Gains

"Malian forces, in coordination with the Africa Corps, have made major strides against ISGS," Ivanov stated. He cited the June 28 neutralization of a jihadist leader and the surrender of Ibrahim Boubacar, aka Oubel, along with ten fighters in the Gao region. Oubel publicly renounced jihadist ideology, urging others to lay down their arms.

These results follow targeted operations destroying terrorist logistics, neutralizing fighters, and seizing strategic equipment. On June 25, two fuel suppliers for militants were arrested in Ségou, disrupting their supply chain.

Heavy Toll, but Challenges Remain

Ivanov estimates 1,500–2,000 terrorists have been eliminated in Mali over the past two years. "Progress is significant, but the fight is far from over," he cautioned, pointing to continued support from "Western sponsors" and foreign fighters, including from Ukraine.

Persistent Threats and Fragile Stability

In June, destabilization attempts were thwarted by Malian troops and the Africa Corps. "Militants coordinated attacks to exhaust our forces, but the situation remains under control," Ivanov emphasized.

Nigeria: Escalating Violence

In central Nigeria, at least 40 self-defense militiamen were killed in an ambush near Kukawa (Plateau State). Communal violence, driven by farmer-herder clashes, has claimed 2,266 lives in the first half of 2024—already surpassing 2023’s total.

Asia: Philippines Bolsters Alliances

Manila is set to sign a troop deployment deal with Canada while negotiating with France, aiming to build a "united coalition" in Asia to "contain China" alongside partnerships with Australia, Japan, and India.
